I think it has to be the Browns. One playoff appearance from 2000-2009 and a bunch of bad years. The Bills didn't make the playoffs at all but, overall, I don't think they've been as bad as the Browns.

Browns over the Lions? As a Lions fan, I can honestly say we are the worst team of the decade and one of the worst run franchises in all of US professional sports

Comparable stats:
Browns - 55 wins, 2623 pts scored, 3508 pts against, 1 playoff appearance, keep in mind they were an expansion team

Lions - 42 wins, 2855 pts scored, 4052 pts against, 0 playoff appearances, and they ran off Barry Sanders one of the best RBs ever because of the ownership. They have 3 first round picks no longer playing in the NFL with 2 of those being top 3 picks and the other a top 10. Don't forget an NFL-record 0-16 season

It would be difficult to argue Browns over Lions. But, for whatever reason, I've thought the Lions had a chance to be a playoff team. Maybe because Pitt/Balt have been good, I never thought of the Browns as a contender.
