As you might have guessed by now, WIS performances of pitchers are based on statistics and normalization. Pedro Martinez and Greg Maddux perform so well in WIS because they put up elite performances in an era when hitters were dominating. Your view of pitchers is based on how pitchers performed in a select couple of "big" games, but WIS is more concerned about a pitcher's performance for the entire season relative to his peers.

EDIT: A lot of the pitchers you named pitched in the 1960s/1970s. Since hitters struggled during that era, most of those pitchers you named do not normalize well, whereas select hitters from that era would normalize quite well. The only sort of exceptions to that would be Sandy Koufax and Bob Gibson (1968 only).
