It probably means if we get ahead of the clock. If you're up next, but your draft slot doesn't hit the clock for a few hours, you can still pick if it's been 4 hours since the previous pick.

JT is correct. With a normal draft schedule, if somebody is overdue, you can't skip him until your time slot arrives. Then the next person has to wait for his time slot to arrive, etc. When the 4-hour rule goes into affect, you don't have to wait for your time slot.
