Everyone pops in for 5 seconds a week and then talks about how much it sucks.  The glory days were the glory days because there were regularly 20 people around.  Nobody's life is so exciting that they can carry the board at all times.  The lack of participation is the reason it sucks.

The old crust/mantle/core metaphor held true that you would prefer at least two core members for the most enjoyment, but one core and two mantle would suffice. At least. But getting more than a few non-crust people at the same time is difficult.

There aren't enough accent shofers around.  One gin/bot/nuge present at all times is the recipe for success.
