TZent addressed this well. There have been example of people having a team they wanted to keep, that they have had for 3+ seasons, where a commissioner suddenly expressed a desire to boot them because of personality conflicts. I am addressing that issue.
I have done the same thing as you in the past, 1 world where I was winning because the competition was lame and another world because it went public too often. Now I am playing in a public world because my life is chaotic and I know I cannot live up to the time expectations of elite private worlds.
That said, admin cannot afford to deal with rogue commissioners so they have to have protections for players who do nothing wrong but may be booted for a stupid reason BECAUSE there is a certain expectation to have the ability to renew your team if you play by the rules... private worlds can keep their integrity AND keep rogue commissioners from being stupid by giving private world commissioners the ability to post quantitative modified "fair play rules" to hold the owners in their world accountable to higher expectations.
