If we move to using a clock, most folks will provide a proxy if they are going to be unavailable for a block of time. Without a clock, there's no urgency to provide a proxy, thus the 3-4 hour gap with no picks. If I institute a clock, we'll be ahead of schedule when it starts and only "catch up to the schedule" if there are multiple delays like we had today. This insures we get at least 24 picks per day.

Let's see how we finish today.
