Just about anyone who made their living off the fishing industry in the affected area. Obviously it wasn't split evenly, but it comes to around 15,000/person. Any way you split it up, it doesn't make up for the lost incomes. The initial sum they were looking for was 5 billion. 507 mil is a drop in the bucket for Exxon.
A commercial fishing license at the time of the spill costed around $300,000. I read of a couple that bought their license on the eve of the spill and finally sold it five years later for $49,000. Herring fishing alone was a 12 mil/year business. Completely destroyed.
