In an effort balance the franchises' abilities to make playoffs, I have put in several small changes in goals (italicized in the first post). Summarized, they are:
• R.I. Slammers AAA player with 16 HR (from 20)
• Chicago/Boston top 6 in live games (from 5)
• Chicago win or split series with St. Louis (from just win, to match Bos/NY goal)
• Louisville top 4 in live games (from 3)
• Philadelphia 5 P with 150+IP and ERA under 4.50 (add ERA limit)
• Dallas MIF 20+HR or 120+ RBI (so it's feasible to use someone other than Ripken, Kent, A-Rod, Banks and Sandberg); added rule that MIF must play 90% of innings at 2B OR SS.
• Clarified min. IP (180) for 2 SP with ERA under 4.00
• Atlanta must be in top 5 in team runs scored
• Portland must have 1 hitter with 40 HR

I'm in again. Suggestion for Portand: Have 2 30 HR guys and 1 40 HR guy, instead of 3 30 HR guys.

Some suggestions from the teams ive had,

Chicago, not really much here except i didnt make the playoffs due to an owner taking 2 spots with two teams ahead of me in the top 5 games played..remember this josh?? lol

NY, you really need to up the wins for this team, the goals are a challenge but the win total is not

Phil-up the win goal and put a little stronger pitcher goals, 5 era still isnt very tough to make..

Just a couple of suggestions I like Bostans idea on portland I also think you should Make Mass Mediocre goal of Needing 10 Saves to 20 as that team has been in the playoffs for last few yrs. The others you have changed seem to be fine, My personal Opinon on Atlanta is that the goals are tough enough to reach.

I do have a vague memory of that . Bumping the goal from top 5 to top 6 and adding a week to the quick start (or even two if that's what folks prefer) should make that pretty easy to reach.

They were bumped up from 100 to 110 two seasons ago; will see how that goes for a few seasons. NY is going to come up short of wins this season, and if Boston and Detroit are well-run, more than 115 or so can be very tough to do. NY and St L are among the lower franchises in playoff participation through the league's history.

Phil-up the win goal and put a little stronger pitcher goals, 5 era still isnt very tough to make. I'm open to toughening it up; my first thought was to just get some quality requirement in place instead of it being just 150 IP.

Count me in again.

I also like the Portland suggestion. I will also throw out making it 3 @ 35 HRs, even though I like the 2 @ 30 1 @ 40 better.
