Btw, what would be the point of seeing the best prospects with low budget but not seeing them accurately? You wouldn't rank them near the top anyway and thus insuring you ain't getting them.

If you tell me I'm going to see the top 100 players but with "fuzzy" ratings, I'm not spending a dime on scouting. I'll rank them based on age/current ratings and put my scouting money into IFA. If I "hit" on the draft, fantastic. If I only get back-ups, well, I'll get the stud IFA with my extra 28m I didn't spend on the draft.

So, ML teams never rank better prospects outside of the 1st round? There were GM's in the ML that never heard of Strasburg, Ackley, Tate, Sanchez, and Hobgood? I can be pretty certain(with the exception of Strasburg) that there were teams that had these guys way lower on their boards than 2,3,4,5.

It very well could be illogical for HBD, but it would make the game more realistic, and you could always make the current ratings fuzzy as well until after the draft.

Maybe they couldn't afford them so they got ranked lower?

Def. a possibility. I will give you that one(i.e. Tim Beckham in 2008), but they still knew about them.

The idea you've thrown out has been thrown out since the very first draft. It doesn't work for the reason I outlined.

HBD's been around for over 3 1/2 years. The ideas you're throwing out have been thrown around for 3 1/2 years as well, and have been discussed ad nauseum.

Maybe you can take it on faith from those who have been around since the beginning . . . when we say the draft works fine the way it is now, and there are reasons why the things you're proposing should not be done, we say that for a reason. You can search back through old threads to see prior discussions.
