So, at what starting WE can you begin to expect significant improvement over his 4 yrs (assuming you give him PT / starts)? 5 WE? 10? 20?

I would say 20 is a minimum but 30 is far more appealing. I took a 20 WE last year and he went up 30 points for the year with minimal playing time.

Looks my WE 1 guy who gained 6 points overall during his FR season lost 12 points off his rankings during the off season. Down in a number of categories. As anyone else seen this happen?

Are you planning on moving up soon? If you are not planning on staying at your school long he would make a great recruit.

Yes, that is quite common. That is the reason I stated earlier that you should not expect any significant growth with a 1 WE player.
