His physical attributes didn't improve.  None of them.  Not even the unimportant hitting/fielding attributes for a pitcher(or his height/weight).    I'm sure you noticed this.

So he's either all he can physically be(which is what you'll be or have been told if you send a ticket) or he got caught in a development bug.

It's unusual but I don't think it's impossible.

After prodding patrickm a little, I got this response from customer support:

You've discovered a very rare bug. We have since corrected and it will be in the next update. This bug affects/affected a minuscule percentage of players in HBD (< 0.13%) and only affects offseason development and the ratings you've mentioned. It has to do with a player's peak age. We won't update this players ratings due to the risk associated with manual adjustments and the fact there are other players like this. We're sorry you experienced this but we have corrected it. As an extra thanks for discovering this bug, we've provided you with a $5 credit towards a future HBD season. Thank you.

WifS really kicks themselves in the crotch when they do that.

Customer:  "This looks odd.   Is there a problem?"
WifS:  "Nope.  Worked exactly as it should."
Customer:  "Are you sure?"
WifS:  "It's a very rare bug.  We're going to fix it."

So, in essence, they say one of two things:  1. If you don't like our answer, ask again, we've got more where that came from.   2. We have no idea but we'll respond and hope you stop asking.

At least you got yourself a nice shiny $5 credit for your under-developed player.

I have a bunch of developmentally stunted players.  Can I get some credits too?!

Exactly.  They give you a stock response and hope you'll go away.  If prodded enough, they will actually look at it (which they didn't do when sending the first response).
