I love the Hall, and in Clemente we've worked out a plan for the first few seasons to deal with the backlog that came about after waiting 15 seasons for the developers to implement it. After seeing the problems other worlds were having with getting qualified guys elected because there was too great of a backlog and too many candidates were splitting votes with none of them getting the required number, we decided (for the first few years anyway) to discuss it in the forum and come to a general consensus each year on who deserves to be voted in. Once the consensus is reached, most owners would alter their ballots to match other owners, just to make sure as many deserving guys get in as possible. Following this system now will clear the way for "real voting" down the road, where each owner can vote for who he wants, without worrying about who everyone else is voting for.
As a result, Clemente voted in 3 guys in Season 16, 4 guys in Season 17, and 4 more in Season 18, and in my opinion, having played in the World since creation, all 11 guys are deserving. Compare this with the worlds that have managed to vote in only 3 or 4 players in 3 seasons, with many deserving guys running out of eligibility, and Clemente's is a much better Hall.
This being said however, I've only owned 1 team in 1 world for 18 seasons, so all the names on the Clemente ballot are names I'm familiar with. If I was the type of owner to actively participate in 6 different worlds, including worlds I only joined recently, I'm certain I would have a lot more indifference. If I was dividing my attention between multiple worlds, I likely wouldn't have the time and energy to put into debating the merits of a host of players I was unfamiliar with, while also trying to win ballgames with my other teams.
