Looks like he was the pitcher when the game became official (fifth inning).

Which would be wrong. If the SP would be the winner except for his not lasting 5 innings, the official scorer chooses the winning pitcher.

Anyway, how about the highest-scoring game that isn't in an extreme hitters park?

There is no "official scorer" in HBD.  I assume in a case like this, it would be programmed to be whoever was on the mound at the time the game became official.
