Looks like he missed the All-Star game in S4.  Could it be possible that was the only season (before this one) that he won a POW award before the All Star break?  It seems more likely than 10-15 wins and a great ERA being insufficient for All-Star selection.

He was the first pitcher of the week and an all star.  Season currently in WS

I'm not surprised it didn't come up.  With no "value" being added for an A/S selection, few people really have a hissy when their guy doesn't make it.   I know I'll ***** for 1-2 lines in the WC but I'm not sending a ticket.    Sort of "How in the hell did my ace not make the A/S team?  That's bullshit!" and forget about it.

The first 2 players of the week were also all stars as well

Yeah, that doesn't hold up to much scrutiny.

Bugs like that tend not to show up every time, but only under specific circumstances. The ticket may have just not gone into detail about the specifics.

Perhaps it was only a bug effecting relief pitchers? Or even middle relief pitchers?

I don't care how he got his wins. 20-0 is 20-0. He should be on the AS team. Then again, Hank Greenberg once had 111 RBI at the AS break and didn't make it. But that was a totally different kind of prejudice.
