No -- this is the player notes e-mail you get at the start of the season. "Limited upside" means the player doesn't have a lot of room remaining for improvement, but it DOES NOT mean he's maxed out -- he
might be maxed, but he could also have 2-3 points of growth remaining.
The maxed out e-mails will come after the exhibition games start and your practice minute allocation begins to get applied to the players on your team. You'll get an e-mail that says something along the lines of "Hey coach! I've been working with Joe Blow on his (insert name of a skill here) and unless you've got any ideas, I don't think I can get anything more out of him." There are multiple variants of the wording and subject lines depending on the skill, but they'll all follow this general tone. Once you get THIS e-mail, it means he's seen all the growth he's going to see in that skill and you can zero him out and allocate his practice minutes in that skill to another area for the season (he might lose points in the off-season and be able to gain again next year, so don't assume if he's maxed out this year that he'll begin next season maxed as well). Once in a great while the player might lose a point back after you zero him in the skill, but I've found this to be exceptionally rare (it's happened to a player once in 11 seasons for me).
