They can vote, so they're the 51st state in my eyes.
Yeah, but their vote for President doesn't count and they have no federal representation in Washington. If PR ever passes a referendum for statehood, you will see a political fight like no other, with Democrats in favor and Republicans opposed. Granting PR statehood would add 2 members to the Senate and 5 members to the House, all of which would almost certainly go Democrat.
