Coaches in PR dont need any extra difficulty.

puero rico with FSS is no different than hawaii or alaska

I agree, I definitely do not think I will be staying in Puerto Rico long... If I send evaluations on the few recruits that are in PR I will spend 4 times what the FSS for the state would cost... which is hard since I have to spend $1,000+ for campus visits and home visits.

Why should it be?  The players are ranked just like they would be in Alaska or Hawaii.  Now I know, Alaska and Hawaii are states while Puerto Rico is not (hello Captain Obvious).  WIS should quit contradicting themselves then and remove the numerical rankings from the players and only have stars, like any other international player.

Then there should be no FSS for DC either.
