1. Does everyone use A+ arms in OL?   I would suspect you will see that in this league.   I bet we'll see a lot of guys with 50%+ of throwing runners out.

2. Once you make the requirements it's strictly best record.  

OK, I am in, I was just playing devil's advocate a little bit. This will be very interesting. There is always the possibility that no one will make both requirements. Essentially, what you suggest is an OL, with U-Pick AAA. I have commissioned 2 leagues with that format, and it is extremely competitive. The wrinkles you put in will make it more competitive, and more fun at the same time. I hope it fills quickly.

HoJo will be on every team in this league.  With a higher cap you might get a wider variety of players chosen by different teams.  I'd surmise you'll see a lot of the same players on everyone's team. Does sound interesting though. 

Close!  Seven of the eight teams entered have a Howard Johnson but they are from 4 different years.   There is actually alot of unique players,   there is major overlap on the 200k players but most (95%?) of the major players are nonrepeats.
