In my opinion Tech is the most important no matter what passing type offense you run. I always have a high per completion average and I my qb almost always has a higher Tech than GI. I personally think GI is more about decision making and Tech more about putting the ball where it needs to go. Dont get me wrong I try to get a qb with both GI and Tech but I go with Tech first!

I just signed a QB with a strength rating of "6".  He had really high TECH and GI and was rated a 5-star prospect by the GUESS system of rating.  He'll be an All-American in my system even with that low strength rating.  I run a conservative trips offense.  He'll also sit for three seasons before starting so that will help too.

I look at Tech first, then GI, then Strength.

When I was in D1AA - D3, it depended on their potential and WE.

tech,GI,elu & then strength for me. i take on rebuilds quite often(especially when moving to DI) so my OL isn't the best in those scenarios and i like my QB to be able to not get killed.
