I really don't think you can get away with a lineup that's not going to get Valley 20 or 25 minutes, if not more.  Your team is really hard up for offense and he's the only real scorer you have.  Villeda and Henson will get you some, but I just don't think the (significant) defensive advantages of Henson outweigh the (even more significant) offensive advantages of Valley, particularly on a team without a lot of other great scoring options...
As for scoring, I agree we don't have a dominant scorer outside of Valley, but in seasons past (and I hope this one), we've had success going with more balanced scoring. Last season, for example, we had 10 players average 4.9+ ppg.

We return 7 of those 10 this season, and those 7 boasted FG% of 54.6 (Villeda - 7.0 ppg), 54.3% (Valley - 14.6 ppg), 53.4% (Hornung - 6.3 ppg), 53.3% (Oliver - 4.9 ppg), 51.9% (Henson - 6.1 ppg), 46.2%, (Robinson - 5.3 ppg), & 41.0% (Polk - 5.0 ppg).

While the percentages may drop somewhat with increased distro, I'm still hopeful we are able to cobble together some points even while Valley is cheering from the sidelines.

Well, first off speed doesn't get the ball in the hands of the other players, passing does. Setting Valley 3rd in your depth chart across the board will totally lose his assets and scoring. While some others may develop as the season goes on, use Valley NOW to get his experience and skill on the court and move him around the starting lineup when you think somone else can play point. That 20 points of speed is important, but not at the expense of keeping Valley off the court. 99 PE and 70 LP? With ball handling and passing? I'd have it coming down the court in his hands all day, every day in D3. Even with increased distro, you can probably expect nearly .500 shooting out of the guy and assists if he's not open.
