19 years old with a current 76 makeup; correct me if I'm wrong (been awhile since I played) but don't those numbers bode well for him hitting projections, provided I keep my coaches good?

The age and makeup are fine, and you're doing the right thing trying to maximize his development and pitching opportunities, but you're still anticipating a lot of development. 

Compare him to the other 3 guys posted in this thread and you should see that it's a bit of a long shot.

You're aiming for:

+28 vs LH

+31 vs RH

+17 Stamina

+17 Durability

I doubt there are too many pitchers, in any World, with that level of improvement across the board.

 

zbrent is right.   Especially about the improvement in DUR/STM.    That's a pretty big jump.   For the others, you need 12-15 point improvements in the first season to even think about getting 30 for a career.   That's a big ask.
