Don't walkons have a substantial WE growth when offered a scholarship?  I've never done it myself, but have seen players cards where their WE jumps from like 60 to 99 after being offered a scholarship.

Otherwise, you're not going to get anything worthwhile from a player with a WE of 1.  In fact, they could lose more in the offseason than they gain over the season, so its  possible for a 1 WE player to be worse than when they got there.
