if you like a tanker's heaven where the commissioner is the best tanker of the league you know where to go.
safe haven if you like that kind of thing.
So who is the commish you're talking about? It doesn't help anyone avoid a tanker's heaven if we don't know the league name or username to watch out for.

About the yearly list of players in the WIS database... maybe I am missing something or doing it wrong, but it only takes a few minutes to generate a list each season. Come to think of it, a more experienced commish did have to explain it to me, probably dn3524 or coachgreat1... In the Draft Center, set the year, set 'Min Games at C' to 0, leave 'Include Secondary Positions' unchecked, set 'Max. Matches' to 500, and you get a list of all the catchers for that year. Repeat the process for each position including DH, and paste them into a file. It doesn't take long. Eliminating keepers is the time-consuming part.

As for the main topic of tanking, I don't think I've ever seen it handled well, except with a draft formula that rewards winning or is basically random. I've seen ideas mentioned where draft position is partly tied to team payroll, instead of losses. It seems like that could still encourage something akin to tanking in the offseason, if a team avoids drafting the best players in order to keep its payroll low and shoot for a high draft pick later.

I use a formula that is simply sim winning % minus the franchise's real-life winning % that season - the more you win compared to real-life, the higher your pick will be. That's only fair if the progressive league is somehow related to the real-life franchises. Another version could combine sim winning % with some formula based on previous draft positions (i.e., you get credit for winning games, so must try to win as much as possible each season... but you also get penalized for having high draft picks in previous recent drafts, so the same teams aren't likely to get high picks season after season).
