Ya I do not think it is working I have tried it 10 + times on 4 guys all with no change. They all say the same thing.

So and so is content with your offer, but is still unclear about his future. College is still an option, so he's gonna take his time with this decision. He'll let you know if anything changes.

Don't reoffer if you get that message. That means he's still considering. Only reoffer if he says no (if the player has a red X next to his name.)

Yep - do not re-offer immediately. Let him consider your offer for as long as it takes for him to accept, decline or ask for more money.
