I don't think so. It's just that some of the really bad teams have made some really bad decisions. The NFL is a passing league. Teams that haven't realized this aren't able to keep up. Look at the teams guaranteed to finish below .500:
Buffalo, Cleveland, Oakland, KC, Wash, Chicago, Detroit, TB, Seattle and STL.
All of them have QB issues. Only Chicago and Detroit think they don't. And both of them haven't had time to find out if the answer is playing now. Additionally, outside of Owens, Bowe and Johnson, it would be hard to name a decent WR on any of those teams.
That's why those teams killed parity. Some of them will figure it out. Detroit, Oakland and Cleveland probably won't.
