I don't think this team is a lot worse than last year's team. However, this year's team has a couple injuries, and all the close games that last year's team somehow found a way to win are going the other way.
13-3 was a fluke. Week 1, 16-13 win over the Eagles on a Crosby FG with 2 seconds . Week 2, 31-24 win where a 57-yard TD pass (on a slant) to Jennings put the Packers ahead with just over 2 minutes . Week 6, a 17-14 win over the Redskins where the Packers' winning TD is a fumble return by Woodson. Week 8, a 19-13 OT win over the Broncos. Week 9, a 33-22 win over the Chiefs where the Packers took the lead with just over 3 minutes on a 60-yard TD pass to Jennings. That's 5 wins that could've easily been losses.
This year they're finding ways to lose those games. Week 4, 30-21 loss to the Buccaneers in which the Packers led until there were 2 and a half minutes . Week 9, 19-16 OT loss to the Titans. Week 10, 28-27 loss to the Vikings on a missed Crosby FG at the end of the game. Week 13, 35-31 loss to the Panthers on a TD in the final 2 minutes. 4 games already that could've gone either way. If this team had last year's team's luck, the Packers might be 9-3.
