Oakland Raiders (7-7) – Would clinch the AFC West with two wins and a Chiefs loss to the Titans and a Chargers loss.

What is the likelihood of this happening? Will I be watching a meaningful game on Week 17 for the Raiders?

What is the rationale of instituting a minimum amount ($2M) for budget transfers in HBD? I allocated $12M for coaches and was able to sign them all for $10.7M and am left with $1.3M and could use half of it for payroll (half lost to penalty).  Why shouldn't I be able to use half of what is left regardless of the amount?
