Why won't my cocker spaniel poop outdoors for anyone in the house but me?

Is 400 at bats enough for minor leaguers to develop?

If I had to guess, I'd say you housetrained the dog almost exclusively.   Have another family member accompany you for a few poops times.  The dog will become accustomed to them in the same situation.  

One AB is better than none.   Not sure if that answers the question.   I think the quickest I've ever called someone up was about 1100 minor league AB.

  Would a guy with low speed and low baserunning rating, hitting ahead of a fast player with great baserunning ratings create a baserunning quandry?   Does it matter?  Or should the slower guy always hit behind the faster player?

You would think it matters.   However, assuming it does, you set up a double play with a fast guy/slow guy line-up. 

This is the guy I called up after 1200 minor league AB Hardball Dynasty – Fantasy Baseball Sim Games - Player Profile: Samuel Davis I believe players in their 4th season should be BL ready(or pretty damn close).   I'd recommend giving a batter every AB you can at 100% for the first three seasons.  As you can see, Slammin' Sammy didn't have the durability for 400 AB until his 4th season.   He developed just fine.

When setting your lineup, do you gauge OPS by splits and set accordingly, or just go by overall OPS?

I set my line-up by ratings for the first 40 games or so.    After that, I adjust by splits.   I don't necessarily go by OPS.   I like OBP with the 1,2 hitters and SLG with 3/4/5.  I tend to move SB threats up into the top 3.   Depending on AL/NL, you might find a high OPB/SB threat hitting last.

how the heck does the sim come up with their recommendations for a lineup....most of the time they make no sense at all???

First, it's by position.   If you only have one player designated with a primary position of 2B, that is your 2B in all line-ups.  After that, it seems to be some combination of splits/handedness(batting).    I don't know if I've ever seen a better defender get the start over a superior offensive player with the same primary position.
