And leagues won't or can't because (1) most owners don't have a problem with it, and (2) WIS doesn't give them power to do so.

The real problem is that tanking works. It may be heresy, but if an option was given for a random-order draft, that would laregly undercut the strategy. You'd have to build in safeguards so that 100-win teams didn't get the top 5 picks but if we can send humans to the moon we could probably figure that out.

Reality be damned.

I agree it wouldn't be 'realistic' - but neither is losing 120+ on purpose, or moving $50 into a prospect budget and paying 50% penalty on it. Or having someone with no economics knowledge whatsoever run a sports franchise...er, I guess that last part could be debatable.
