I go with:

0 Adv. Scouting
20 Training
20 Medical
6-9 Coaching (figure out the minimum required to fill things out after re-hiring)

....and let the rest fall where it may, based on where my team sits.

Once payroll starts going up, IFA is the first to go, and thereby prospect goes to 6.  If I plan to be active on the FA front, I'll try to reduce college and/or HS scouting, since I'll likely be giving up a pick or two, and I won't lose sleep if my 3rd rounder isn't all that great.

I don't see much difference between 17 and 20 in the training and medical. That's $6M going elsewhere.

HJ, I did cave on $19M on med for Moose's last year. Just in case.

0 Adv Scouting and 20 Training are shoo ins for me.

After that, I like to spend 6-10 on coaches depending on whether I can afford to splurge on a FI.  I like to keep medical in the 14-16 range, I would go up to 18-20 but I fill out my roster with a lot of $2-3M guys instead of $327K, so I need the extra cash.  The draft depends on where I'm picking and in what world, but unless I have a top 10 pick (a rarity), I like to spend in the single digits on both HS/College.  I usually allocate $20M on prospects to keep my farm respectable, but I'll drop it down to $6M if I need the money to win now.  IFA scouting I will spend $11-12M, but drop it down if I'm only spending $6M on prospects.

I'm considering hiking up my medical and IFA scouting in favor of my draft budget in a couple of worlds, because I don't get too much I care about in the draft anyway.

When I'm really trying to max out payroll, I'll go low in one of college or HS... but rarely both, unless I've got a payroll set up (with money coming off each season) to sign Type As for the foreseeable future.

Well, in MG, I'm going to be picking in the 32 range next season and I need to pay $5M to a ton of guys, so I'm going to have to drop my budgeting from college/HS to 2/3.  I figure the marginal value that I get of the pick with a 2/11 budget as opposed to 2/3 isn't going to be worth the $8M.  Worst case w/ 2/3 I get an absolute turd and put the cash toward a $20M IFA, as opposed to paying an extra $8M in budget plus the $1M bonus for a guy that isn't going to be more than a role player in the ML.

Putting 8/12 in HS/Coll figuring you're too conservative at FA time to get a Type A, then lining up said Type A cheap.

$20M to scout out my 1st pick at 42nd.

Deano... my point is that I'd rather have 15/0 or 0/15 than 7/8 or 8/7.

Once you're under 5, it might as well be 0.
