What am I missing it says overall rating will go up an average of 3 points?

What you are missing has already been explained multiple times, and Dash is right, so I'm not going into it again.  Its not that important. . .

it seems to me the breakdown would have to be more than 1-50, 50-100, etc... i think the 1, 10, 25, 50 points are supposed to illustrate a significant difference compared to current. so lumping them all together may be a bit misleading.

that said, it probably doesn't matter, because max ratings didn't change at all.

the absolute numbers matter a lot less than the shape of the distribution - which seble said would change with the standard deviation change

looks to me - just looks, have not done any numbers - like what we see is consistent with a small reduction in standard deviation

recruits are generated after recruiting is over...

it'd be better to look at phelan's numbers for the session that is about to end versus the new recruits that will show up once the season beigns

What you are missing is that seble said the AVERAGE value of overall would go up.  The average of a set of numbers can go up even if the maximum (or the averages of some percentiles) is lowered.
