Yes - and it is pretty easy to set up who comes in next regardless of not having the tandem option.
I've had to do this a number of times; not for strategic purposes, but because I ****** up. If you don't look at your pitching staff for a full day when you are running a lot of Tandems (which I have done for 5+ seasons now with my For Life team and I am now doing in Moonlight Graham, both due to the pitching staffs that I have), you can end up with a guy at, say, 63(90) as your next starter. When I cause that problem for myself, I put the guy in setup and set his pitch count to 5/5 and let the sim decide how my bullpen will handle it.
As far as running opposite handed tandems, I think that willsauve's argument is ridiculous, given the current setup of the game. You have to throw a starter for at least 40 pitches, on both sides of the tandem. My goal when I am running my tandem starters is to have them opposite handed to have a better benefit to my team. Tandem's are a part of HBD, and have been as long as I have played. If it is devastating to your lineup for a team to throw 40 pitches RH'ed then 40 pitches LH'ed, you ****** up when you built your team (or set your lineups) and that is on you. He would have a definite argument it you could still have the tandem A just throw 5 pitches like it used to be, but WIS admitted that was an issue and fixed it long-ago.
