I am going to try and clarify some info.

Any player drafted in rounds 1-5 has 5 years of eligibility. Any player drafted in rounds 6-10 has 4 years of eligibility. Any player drafted in rounds 11-15 has 3 years of eligibility. Any player drafted in rounds 16-20 has 2 years of eligibility. Any player drafted in rounds 21-25 has 1 year of eligibility.

Any player taken in the AAA draft - which will be a separate draft - has 5 years of eligibility.

So, the max eligibility for any player is 5 years.

The league is a single season progressive starting in 1970. Players from this era will rotate back in to the draft pool when their eligibility expires.

The random rookies will not enter the draft pool when their eligibility expires. The years of eligibility of the random rookie will be decided by the round in which they are drafted. * Refer to above description of round of draft.

Starting in 1971 you have right of first refusal on your own franchise rookies. These players will enter the league with 5 years of eligibility.

Do franchises have right of first refusal to ALL rookies or just rookies from that specific year We're in? So 1970, 1971, 1972, etc... Or do the random rookies also fall under that rule?

Just the rookies from your franchise in the year of play starting in 1971. All players with a WIS season in 1970 will comprise the initial draft.
