The problem is that until people's attitudes change, this will keep happening. You can say whatever you want about his arms leaving his body, there's nothing "clean" about hitting a player in the head.
These, along with icings and hits from behind into the boards need to be eliminated before someone gets paralyzed or killed.
I'm also sick of the argument that the puck carrier should protect himself. If a guy can't see his opponent coming, he's defenseless. Players have no respect for eachother.
Cooke should get a minimum of 20 games, seeing as how he is a repeat offender. He got 2 games for a similar hit that wasn't nearly as vicious against the Rangers.
