Canada had 4 years to get prepared. But both made a mockery of surface maintaining. NASCAR, struggling with ratings/sponsorship, really screwed themselves this past Sunday. That's their big event. I can't imagine even the most diehard fan watch that from start to finish. However, to their credit, they did something very smart after the 2nd stoppage. By running caution laps while the repair dried, they ensured that they wouldn't have a third stoppage. The first repair held up for 38 laps. There was 39 laps after the 2nd stoppage. Run half a dozen laps and, if the 2nd repair holds up like the first, you're good. Canada hasn't done anything smart.
