Just drafted this guy as a 2B; the defensive recommendation is that his primary position be C, with secondary positions as.. well, everything except SS. What do you think?

I assume his PC projects into the 30s.   I don't think he can hit enough to field a "hitters" position nor can he field enough to be a fielding specialist.

If a player like Kermit's hits enough to not embarrass himself, and can field all the positions including acting as the 3rd catcher, is this player useful as the 25th player on the roster?

I use this guy as a 3rd catcher(one of my C has a low DUR)  Hardball Dynasty – Fantasy Baseball Sim Games - Player Profile: Walt Dorsey   He hits decently.   I think a semi-C used as a 3rd C is useful enough if you've got durability problems.

Yes.  Although I liked them a lot more to beat Kentucky.   That was a much better match-up for them.  I don't think they have an answer for Walker.

If guys are losing 5-10 points during the offseason, is that because of a low training budget?  Does the coaching staff have anything to do with it?

A low training budget won't help but there are age-related declines that you cannot stop.   Coaching is responsible for in-season progress/decline.
