Concerning prospect development:

The higher you go up the minor league ladder, the better the coaches are going to be (in general).  So your AAA coaches will usually be better than your AA coaches, who will be better than your HiA coaches, etc.

So how do you decide, based on coaches, where to place a prospect for maximum development?

Short version is I always want my true prospects in AAA when I have to add them to the 40.   When they're drafted, they're placed at the coach/age appropriate level between RL/LoA/HiA.  If they're in HiA, there's a good chance they'll be playing there in their first full season..    However, if I whiff on HiA coach hiring, they may play AA ball in their first full season.  That means they're repeating AA or AAA at some point.  I don't get overly excited about this.   I don't want a player repeating a level three times but I can live with twice.  More than anything, I don't want a player playing under a lesser coach the following season.   IOW, if I get lucky and get a 72 at HiA, I'm not promoting him the next season so he can play under my 66 AA coach.

That's a weird projection on his AS but, yeah, I could find a spot for a guy with that kind of range, glove and bat.   Like 2B.

ok, having seen that. what if i told you my advanced scouting is only at $6 mil because i just took over the team this season? how much 'worse' is he in actuality?

You've got a real limited development pattern.   No physical ratings can be estimated.    He's making good gains with glove and AA.  I think 88 is probably a little high but 80 isn't out of the question.  AS is just something you can't judge right now but I see no reason that his 79 range can't become 82 as he's only 19.   From what I see 49 con will probably be close although low 50s wouldn't be surprising.   Splits are high, I'd guess mid/upper 50s and mid/upper 70s, respectively.   Eye is way high.  I'd expect 70-71.   Can't make an estimarte on power because sometimes you get surprised with a 2 point increase after the first season.   I doubt 99 is achievable because you just don't see many 99.

in your opinion, which is probably the better outcome: trading a type a player in his last year with your team (still in his prime) or netting the two draft picks for a team that will finish above .500? purely on the returning players, not whether fighting for the division/playoffs this year.

It obviously depends on the what you get in trade.  If you can get a high supplemental round type player, you may as well do it.    It also matter how much you have in HS/College scouting.   If you're at 6/6, make a trade.  10/10 is crap for next season.
