Would telling you that I ump college games and that specific question was on a test I took when at "umpiring school" sway you at all?
 
The rule simply states if a ball strikes a runner in fair teritory. Makes no mention of the base being a "safe zone."

Since the college game allows runners to lead off, it's irrelevant.   A runnner would not be standing on the bag when a ball is struck.

All other things being equal, would you recruit a guy with current 37 rebounding rating but high potential or the guy with 55 current rating but average potential?

Only if he doesn't get hurt and you don't mind playing him at 87%.

I assume you're talking about HD.   Depends if I needed him now or next season.  If he's going to get 9-11 minutes, I don't really worry about what he can do now.

Does, and if so when, the medical bug "stop"? I have a player who is on the 60 day DL and is partaking in the medical bug (career highs in vs R, durability and stamina), he is now healthy (but still on the dl) and he received another ratings boost. How long will this keep going if I leave him on the DL?

In my experience, you usually get 2 Injury Recovery cycles.   Then the next cycle will be a Regular Season marker with no improvements.  IMO, take your two IR cycles and take them off the DL.
