Another benefit of the end of the steroid era is that for some owners, pitchers with GB/FB of 25 to 50 won't be taboo.

So, what's the general thought? That a 99 power guy won't hit much more than a 90 power guy? Or that the guy hitting 80 homers will now hit 60 and the 60 guy will now hit 50?
At least those are the two possible interpretations as I see it...

Putting a ceiling on a counting stat strikes me as difficult to do.

Or, rather, difficult to do in a sophsticated way.

My guess is they toned down 99 by 9%, 95 by 7%, 90 by 5% and so on down the line until it reached a certain point. I'd expect 70 power still has 70 power. They weren't the "problem". It was the 90+ guys hitting 80.

The "problem" is more likely the number of tardly pitching staffs and hitter-friendly ballparks. If a 99 power hitter faces pitchers with pitch ratings in the 60's and effectiveness vRHB in the 50's in Coors , he SHOULD be able to hit 90 HRs. It's the equivalent to Barry Bonds (who I would give a 99 rating) hitting off of a AAA staff.

Lowering the ceiling is essentially dumbing it down so guys that don't understand pitching won't get rocked.
