The only defense I have for that is if you are a winning team, say argument's sake, top 5 or 6 every season in a given world then spending $20-30M on a signing bonus is their way of getting what can usually equate to a top draft pick.
Now take a tanking team that gets a top pick, plus a $33M player payroll with plenty to transfer over to prospect. You end up with a team getting top talent in the form of the top draft picks and the best IFAs. Then you throw in the "most fair" way of assigning Type A compensation giving these teams yet another way to stockpile 1st round picks.
