Um...ok.  It doesn't say that anywhere, but you're the commish.  If I might put in my two cents though, this seems like a silly rule.  Who is going to trade two picks for two picks if one team picks higher than another team in every round?  If this were an actual dispersal draft, these types of trades would be common.  Ok, said my piece. Let's get this moving.
