You need 19,000 total team minutes for the season.  So, basically you can "IR" your lowest minute players to reach that amount and replace them with the eternal scrubs are listed on the first page.  There isn't really a specific minute requirement other than they should be your lowest minute players since the goal is to reach the 19,000 total team minutes that are required.  Hopefully that makes sense.
