My overall point is that officers need more training and consistent reviews on their mental and physical skill sets.

when i was a kid my younger next door neighbor used to wake up in the very very early morning on summer days and yell at the top of his lungs "po - lice." !!
woke up the neighborhood.... no one knew why he did this.....he later married and divorced a woman who ran for mayor.

he needs to resign for many reasons but among them is that he had an obligation to disclose what he did as doogie howser.
thats the big takeaway here...what happens in vegas no longer stays in vegas.
there is now an obligation for high public servants to disclose and defend early on while establishing yourself or expect to resign later when it comes out.

I don't really care if he knew he'd be governor one day, this reveals who he is. Being governor is a privilege, not a right. If he was the kind of person that was OK promoting his participation in a party dressed in black face or a klan robe, he's the wrong kind of person to run an entire state.

Again, I'm not defending his actions, but I'd be willing to bet you did some pretty stupid things when you were 25, that you regret now. I know I did. I don't know about you, but I am nowhere near the same person I was when I was 25.
