Yes. There is a base expectancy in Texas and in NY which are different. AFTER THAT there is a democrat advantage.

A Republican might be favored by 10 percent in Texas-10. Let's say Democrats are overall getting a 5 percent advantage. That makes the Republican favored by 5 percent.

You know plenty of millennials are in their mid-30’s now, right? 51% of them voted in 2016 and the rate is trending up.
