It really depends on how much you have in scouting and where you pick.    I spent about 10 minutes on a recent one where I only had 8m in scouting and up to 45 when I have 20m.    If you're not picking until slot 110, spending more than 15 minutes is probably a waste of time.

I think most owners would take the Cy Young candidate but I'd take the 85 across the board defense with a .900 OPS all day.

Under Manager's Office -> Pitching Staff, does the percentage you save under the Auto Rest setting mean that, that pitcher absolutely will not be used if he is currently under that number?  I currently check each staff, between each game, and manually rest the bullpen pitchers that are in the red or blue...is this unnecessary?

No, it's not absolute.   Pitchers on rest will be used last.  Pitchers below that number but listed as available will be used in an emergency(like an extra inning game).    Manually resting is largely unnecessary but I do it because it leaves simmy less options.    If nothing else, move the red ones to rest just so they're final options.
