It seems, because only the 90+ power hitters were penalized, the 80 power hitters (all else being equal ) are out producing them. Makes sense too; penalize the 90 guy 20+% and he won't/ shouldn't produce as well as his 80 counterpart

P.S. I am sure there is a few players who put up stats close to their previous seasons. Players do have career seasons. I should of stated that it's a noticeable difference across the board not just 90+ rating players, but 90+ player ratings seem to have been hit much harder in comparison..

Or, it was a global change that was designed merely to reign in all players (thus making the high-end outliers less extreme) rather than a targeted tweak designed to nerf a specific type of player.

Perhaps someone can explain then why overall hits have gone down, HR's have gone down, but Doubles & Triples are the same. Judging just off the stats, those HR's do appear to be turning into outs, unless HR's are turning into doubles and conversely some doubles are turning into outs (which does make sense, I'm just genuinely curious).

I think you're misreading the data. Total hits have stayed about the same. With homeruns dropping significantly, and doubles and triples staying the same, it stands to reason that the homeruns are turning into singles. (Although that's more likely a net result - homeruns are probably turning into doubles and triples, while doubles and triples are turning into singles, but that's just my opinion)

The programmers have said the tweak only affected the elite power hitters.

No, they didn't.

"Reduced upper end of home run frequency. The steroid era is over."

That says nothing about players, only about the frequency of a certain outcome.
