roadhouse19 had time slot 1:00-1:30 in the second round. He did not make a pick before 1:30, so he was skipped and the draft proceeded forward with the understanding that he can jump into the draft at any time and make the pick that was skipped. There were four picks made before he posted this one. You could have made your pick before his, but it came in after.
There are different philosophies on how to treat skipped picks. Some folks wait and give as much time as possible for the owner that was skipped to catch up. Other folks jump in as soon as allowed to make a pick before the skipped owner comes back. Sometimes it depends on the circumstances. If I have a meeting starting at 2:00 but my time slot is from 2:00-2:30, the previous owner picking early is a big help, but if he lets his time expire then it is a pain but I'd have to wait until 2:00 before I could post my pick. All of these are within the rules of the draft.
One thing that is different in this draft has to do with the end of the round. In some drafts, the next round cannot be started until the skipped draft picks have caught up. That is not the case here. The start of the next round is treated just like any other pick and the drafting can continue to move forward regardless of the status of skipped picks. Some folks make a personal choice to not move forward in the next round until all the skipped ticks are caught up, but that can only last until their slot expires in the next round at which point they would be skipped.
