Montana and Wyoming....They put ies in the wrong positions because they do not even get ESPN nor do they have any major league teams to watch so that they may learn the simple ideas of how baseball is played. Just kidding............now, in all seriousness, most likely they had guys who played like that in little league and that is a 25 or 30 and over league and since none of the guys played higher than high school ball, the league probably does not have enough players, so they make do with what they have and must play some guys out of position.

Maybe the TV feed comes in horizontally flipped in Montana, so they all simply think that you run around the bases clockwise instead of counter-clockwise. Then it would certainly be beneficial to be a -handed second baseman (errr... shortstop?).
Could also explain the general illiteracy from the area if their TV feed is flipped.
