I'm not sure I'm "qualified" to make such determinations on players that existed before the 70s(when I started following baseball). That said, I consider Kirby Puckett the "worst" player voted in by the BBWAA since 1980. Tony Perez and Carlton Fisk deserve honorable mention. I'd have a hard time making an argument for Puckett over either of them if you said "No way, Perez/Fisk is worse!!"
The Veterans Committe is a nightmare. I don't know how Ray Schalk was ever even mentioned as a HOFer.
