You see less players with a stripped down budget. If, as you say, your team will contend forever, you'll be picking in the low/mid 20s. I repeat, I'd keep my HS budget high to hopefully grab a A/S level player and use IFA to find the spare parts.

Dr. MikeT23 PHD of all good and knowledgable, if hitting the internationals for one or two top players and working the draft for the best players for your system, and only keeping the top players through arbitration and free agency, and using the pipeline of prospects for the second tier players on the roster isn't a good strategy, then what is?

There are limitations on how much you can budget. If you have a team that's going to contend for 5-6 seasons without so much as lifting a finger, you're going to be paying a buttload of payroll. So you can't get 1-2 top IFA. You have to settle for 2nd tier IFA. The 6-7m guy. Your only hope for an A/S-type player is thru the draft. And, without a high dollar scouting budget, you're not going to see enough, if any, A/S-type players in the draft.

You have 185m to budget. Assuming 10/18/16 for coaching/training/medical and the 60m you propose(0 ADV which doesn't bother me), you're with 81m. You might be able to get away with that for awhile but, sooner or later, you have to pay those AAA players.
